Haryana Slum Clearance Board was constituted vide Govt. Notification dated 16th April, 1990 under the Punjab Slum Areas (Improvement and Clearance) Haryana Amendment Act, 1990. The objective of the Board to undertake the development or re-development of slum areas, rehabilitation of slum dweller in the State of Haryana.
SCHEMES BEING IMPLEMENTED BY THE HARYANA SLUM CLEARANCE BOARD IN ULBs
1. MODERNISATION OF SOLID WASTE MANAGEMENT AND REPAIRS OF ROADS
A scheme for Modernization of Solid Waste Management and Repair of Roads in 16 towns viz., Gurgaon, Bahadurgarh, Sonepat, Palwal, Rewari, Rohtak, Panipat, Samalkha, Gohana, Ganaur, Jhajjar, Sohna, Nuh, Hodel, Meham and Bawal falling under National Capital Region (NCR) costing Rs. 5656.00 lacs had been sanctioned by the NCRPB. The scheme includes Strengthening and repair of Urban Roads at an estimated cost of Rs. 1614 lacs. A sum of Rs. 991.18 lac was released to these municipalities for Strengthening and repair of roads and Rs.1563.25 lakhs had been spent on repair and strengthening of 240.155 Kms roads till date. For primary collection of solid waste and its secondary transportation, various types of containers and vehicles have been made available to various municipalities costing Rs. 406.50 lacs. Another scheme of Solid Waste Management for 10 towns namely Yamunanagar, Jagadhari, Thanesar, Kaithal, Karnal, Hansi, Bhiwani, Jind, Narnaul and Hisar with an estimated cost of Rs. 4523.00 lacs was sanctioned by HUDCO and a sum of Rs. 448.98 lacs was also released. For primary collection of solid waste and its secondary transportation, various types of containers and vehicles costing Rs. 474.22 lacs were made available to these municipalities. In addition, Rs. 116.98 lacs has been spent on the purchase of land for installation of treatment plants. The work of disposal of SW through vermin culture is in progress in six towns namely Fatehabad, Hisar, Ratia, Samalkha, Karnal and Thanesar. To extend the benefit of clean environment in the remaining towns of Haryana another scheme of Solid Waste Management, Strengthening/ Repair of Roads and Drains costing Rs. 5142.49 lacs for 23 another towns has also been sanctioned by HUDCO.
2. SHIFTING OF MILK DAIRIES
In the first phase 12 towns were selected for Shifting of Milk Dairies. Out of 12 towns, scheme for 6 Municipal towns falling under the National Capital Region (NCR), i.e. Rohtak, Panipat, Sonepat, Gurgaon, Bahadurgarh and Rewari costing Rs. 1307.00 lacs was sanctioned by National Capital Region Planning Board (NCRPB). A sum of Rs. 980.25 lacs was released by NCRPB out of which Rs. 768.20 lacs were released to the concerned municipalities for implementation of this scheme. Against this amount Rs. 676.07 lacs has been spent till date. In addition, HUDCO has also sanctioned a scheme amounting to Rs. 1805.00 lacs for shifting of milk dairies for another 6 towns namely Jagadhari, Yamunanagar, Ambala City, Ambala Sadar, Karnal and Hisar. HUDCO had released a sum of Rs. 886.20 lakhs under this scheme out of which an amount of Rs. 797.58 lacs was released to the concerned municipalities. Under this scheme, Rs. 490.58 lacs has been spent till date.
3. STRENGTHENING OF MUNICIPAL FIRE SERVICES
A scheme for strengthening of existing fire service in 7 towns viz., Gurgaon, Bahadurgarh, Sonipat, Panipat, Palwal, Rewari, Rohtak and opening of new fire stations in 9 towns namely Samalkha, Gohana, Ganaur, Jhajjar, Sohna, Hodel, Nuh, Meham and Bawal falling in the National Capital Region (NCR) was approved by National Capital Region Planning Board (NCRPB) at an estimated cost of Rs. 699.85 lacs. A sum of Rs. 524.89 lacs was released by NCRPB for implementation of the scheme. Against this amount a sum of Rs. 209.32 lacs were distributed to concerned MCs and Rs. 204.14 lacs has been spent under the scheme. In addition, Rs. 113.56 lacs has been spent for the purchase of Fire Vehicles till date. Another scheme for Strengthening of Municipal Fire Service in the 36 towns of the State, an estimated cost of Rs. 1813.45 lacs has been sanctioned by HUDCO.
4. VALMIKI AMBEDKAR AWAS YOJNA (VAMBAY)
The objective of this scheme is to provide shelter or upgrade the existing shelter of the slum dwellers living below the poverty line in urban slums. VAMBAY is a Centrally Sponsored Scheme with 50 per cent share of Centre as subsidy and balance 50% as beneficiaries share. A scheme was formulated for the construction/repair of 3263 slum units, at an estimated cost of around 13.37 crores which was subsequently sanctioned by HUDCO. A sum of Rs. 6.52 crore was received from Government of India. Out of which Rs. 379.70 lacs were released to the concerned municipalities. 229 slum units have been constructed in five towns namely Kalanour, Rohtak, Gohana, Charkhi Dadri and Pundri.
