Description :

National Urban Livelihood Mission (NULM)

The NULM is launched with the objective to reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis. The mission would aim at providing shelter equipped with essential services to the urban homeless in a phased manner.
NULM is applicable to all 87 ULBs. Further, the State Govt. also relaxed the eligibility criteria and as per relaxed eligibility criteria, any person, whose annual  family income is uptoRs. 2.00 lakh may avail the benefit of scheme.

There are two main Committees constituted as per the guidelines of Govt. of India for the scheme as under:
Governing Council (GC) chaired by Hon’ble Chief Minister, Haryana
Executive Committee (EC) chaired by worthy Chief Secretary, Haryana.

There are six major components of NULM as under:

a) Scheme of Shelter For Urban Homeless (SUH):
The main objective of Scheme of Shelter for Urban Homeless (SUH) is to provide shelter and all other essential services to the poorest of the poor segment of urban societies. The shelters should be permanent all-weather 24 x 7 shelters for the urban homeless. For every one lakh urban population, provisions should be made for permanent community shelters for a minimum of one hundred persons. Depending upon local conditions each shelter could cater to between 50 and 100 persons.

b) Social Mobilization-Self Help Groups (SHGs):
For catalyzing the formation of SHGs and their federations i.e.  Area  Level  Federation (ALF), City Level Federation (CLF) and to promote the financial inclusion of SHG’s members under NULM, there is a provision to engage Resource Organizations(ROs) for formation of SHGs/ALFs/CLFs. A maximum of Rs. 10,000/- can be spent per Self-Help Group (SHG)for its formation, handholding, training of all the members, bank-linkage, formation of federation and other related activities. Each SHG  is also eligible for one time Revolving Fund of Rs. 10,000/- and Areal Level Federation  for Rs. 50,000/- after successful completion of 3 months after formation. Such SHGs/ALFs/CLFs may also avail bank loan at subsidized interest rate (over & above 7%).
 

Setting up City Livelihood Centre (CLCs)
The vision of City livelihood Centre is to become a leading agency working to secure and dignified lives to communities dependent on labour. CLC intends to provide a broad range of services directly benefiting the urban poor households. As per scheme guidelines, only one time grant of Rs. 10.00 lakh may be provided to each CLC in three installments.
The Project Sanctioning Committee-National Urban Livelihood Mission (PSC- NULM) has approved the proposals for setting up City Livelihood Centers in 23 towns (District HQ Towns & Bahadurgarh town being above one lakh population).

c) Employment through Skills Training & Placement (EST&P).
The EST&P component is designed to provide skills to the unskilled urban poor as well as to upgrade their existing skills. The program will provide for skill training to  urban poor to enable them setting up self-employment ventures and for salaried jobs in the private sector. The duration of training course and maximum training cost per hour isas per Common Norms fixed by Ministry of Housing & Urban Affairs.

d) Scheme for Urban Street Vendors (SUSV):
The states/cities will conduct a periodic socio-economic survey of street vendors, register street vendors and will issue Identity cards for street vendors. The identified Street Vendors will be covered under Self Employment for availingsubsidized loan under SEP and will also be provided Skills Training, if required for enhancing their employability.

e) Self-Employment Programme:
This component will focus on financial assistance to individuals/groups of urban poor for setting up gainful self-employment ventures/ micro-enterprises, suited to their skills, training, aptitude and local conditions. The major activities under the component:
Loan uptoRs. 2.00 lakh to Individual beneficiary at subsidized interest rate (over & above 7%) for setting up self-employment venture.
Loan uptoRs. 10.00 lakh to Groups (having minimum 3 members) at subsidized interest rate (over & above 7%) for setting up self-employment venture.

f) Capacity Building & Training:
This component provides to build strong institutional structures at the National, State, and City levels for efficient implementation of the NULM and capacity of the urban poor. The States are permitted to hire 4-6 Experts at State level and at Town level 2-4 Experts based on size of State and Town.
