Swachh Haryana


Hon’ble Prime Minister of India has given a call “or “Swachh Bharat as a mass movement to realize Gandhi ji’s dream of a Clean India by the 150th birth anniversary of Mahatma Gandhi in 2019. Sh. Ajit Seth, Cabinet Secretary, Government of India has informed vide his D.O. dated 20.09.2014 that the Government of India has decided that an intensive national cleanliness campaign be undertaken beginning from 25th September 2014 to 2nd October 2014 and “Swachh Saptaah” (pledge will be administered to all in Government offices and public functions/ events on 2nd October, 2014).

All the municipalities in the State were directed that the “Swachh Baharat Saptaah” from 25th September till 2nd October 2014 be launched, but no political content be mixed in the subject matter of “Clean India Week” in the speeches and election offices involved in the election process shall not be engaged in these programs, as per the directions of Chief Electoral Officer, Haryana due to Modal Code of Conduct was in existence.

The following activities were carried out:

  1. All the Govt. Officials in the District Administrations and ULBs have taken pledge for Cleanliness.
  2. Massive public awareness campaign for cleanliness was taken with the help of NGOs, School Children etc.
  3. All roads and streets were cleaned.
  4. All open spaces were cleaned.
  5. All public toilets and public building were cleaned.

On 1st November 2014, Hon’ble CM had launched the “Swachh Haryana – Swachh Bharat Abhiyan” throughout the state from Faridabad city to realise the dream of Mahatma Gandhi.

The Government of Haryana further decided that on the occasion of Haryana Day “Swachh Haryana Swachh Bharat Abhiyan” to be organized from 1st November, 2014 to 7th November, 2014 in all the district of Haryana in collaboration with Social/Non-Government organizations with a focus on cleanliness of slum areas. The detailed guidelines for undertaking the activities while observing Swachh Haryana Swachh Bharat were circulated to all the municipalities vide letter dated 29.10.2014. Further, the municipalities were requested to seek cooperation of atleast 10 eminent personalities from field of sports, arts & culture, civil services, defence services, social services, entertainment and any other field to monitor the “Swachh Haryana and Swachh Bharat Abhiyan”.

Accordingly, Swachh Haryana Swachh Bharat Abhiyan was celebrated from 1st November, 2014 to 7th November, 2014 in the municipalities of Haryana. The following activities were carried out

  1. 29 municipalities have identified eminent personalities from field of sports, arts & culture, civil services, defence services, social services, entertainment and any other field to monitor the “Swachh Haryana and Swachh Bharat Abhiyan”.
  2. Massive public awareness campaign on cleanliness was taken with the help of NGOs, RWAs School Children etc.
  3. Most of roads, streets, Open Spaces and parks were cleaned.
  4. Most of drains were cleaned.
  5. Most of the heaps of the solid waste were cleaned and disposed of on the designated places.
  6. Most of public toilets and public building were cleaned
  7. Ward level committees were constituted to clean the area of the ward.
  8. 53 municipalities have also sent photographs before and after cleaning of the existing areas.

A web portal www.swachhharyana.org was launched on 1st November, 2014 by the Hon’ble CM, Haryana. All the municipalities were directed to take immediate action to dispose off the grievances uploaded on portal and also convey to the concerned regarding action taken. Through this web portal, people could check the progress of the Abhiyan in all the 21 districts of the state. They can also send their suggestions to make it even better.

“Swachh Haryana Swachh Bharat Abhiyan” would be effectively implemented in the State and it would be ensured that cities/ towns become neat & clean in the near future. Municipal solid waste disposal & treatment facilities, on cluster approach, would be provided to cater to municipal waste of all ULBs by 2019, which would make our cities clean. Action plan for implementation of Swachh Haryana Swachh Bharat for the year 2015-2016 up to 2019 has been prepared and sent to Government if India. A copy of the same was circulated to all the municipalities in the State for implementation.

As per the guidelines of Government of India, Ministry of Urban Development regarding the arrangement of cleanliness drive from 25.12.2014, all the municipalities of State have been directed to take appropriate measures like awareness creation, maintaining cleanliness in and around residential / work / business / institutional premises, displaying of SBM logo and administering Swachhta Pledge etc. and it may also be ensured that ward councillors take up the exercise in right earnest manner and they should motivate citizens also to cleanness and upload the photographs of the places before and after the cleanliness drive on the website www.mygov.in in regularly every week. Accordingly, Swachhta drives have been launched w.e.f. 25th December, 2014 in the municipal area.

Government of India, Ministry of Urban Development has issued Swachh Bharat Mission guidelines. The Mission covers all the statutory cities and towns as per census 2011 and the components eligible under SBM with broad funding pattern are:

  1. Household Toilet- Rs. 4000 per toilet as an incentive;
  2. Community Toilet- max. 40% VGF;
  3. Public toilets- 100% private investment; and
  4. Solid Waste Management Project- max. 20% VGF.

SBM guidelines were circulated to all the municipalities with the request to send their proposal on the above mentioned issues at the earliest.
