HSCB Constitution Notification
Haryana Slum Clearance Board was constituted vide Govt. Notification dated 16th April, 1990 under the Punjab Slum Areas (Improvement and Clearance) Haryana Amendment Act, 1990. The objective of the Board to undertake the development or re-development of slum areas, rehabilitation of slum dwellers in the State of Haryana. Haryana Slum Clearance Board is the Nodal Agency for implementation of Swachh Bharat Mission (SBM). The constitution of the board is as under:

About Swachh Bharat Mission (SBM)
The Swachh Bharat Mission - Urban (SBM-U) was launched on October 2, 2014, by the Hon’ble Prime Minister to eliminate open defecation and enhance urban solid waste management. Phase 2, SBM-U 2.0, began on October 1, 2021, with the goal of making all cities "Garbage Free" by 2026.

4. The Department of Urban Local Bodies manages waste in compliance with specified norms.
5. 6,060 MT of waste is processed daily in the state.
6. All ULBs have achieved 100% door-to-door waste collection coverage.
7. Waste collection is aligned with CPHEEO norms.
8. Haryana's waste segregation rate is currently 25%.
Key Achievements/Actions in SBM
1.Solid Waste Management (SWM): Haryana addresses SWM challenges through a cluster-based approach, establishing 11 Integrated SWM Clusters covering all ULBs to improve waste collection and processing. Haryana's SWM operations include several key clusters that are fully operational, enhancing waste processing capacity across the state.
2.Construction & Demolition (C&D) Waste: Haryana has implemented robust measures to manage C&D waste effectively, focusing on processing capacity, recycling, and compliance to ensure sustainable urban development.
3.Launch of SWM Monitoring platform and Mobile app: To monitor the daily activities being carried out under SWM, a centralised portal “Solid Waste Management Monitoring Portal” was launched on 30.06.2024. The portal captures daily activities like Secorndary site cleaning, Manpower attendance, waste processing etc.
For updation of the data a Mobile App has also been developed.
4.Grievance Registration : Citizens can also register their grievances related to SWM using the Mobile App “eSamadhan DULB Haryana”.
