In view of the recommendations made by Court Commissioners in a CWP 196 of 2001 (IA No. 94 & 96), the then Chief Secretary, Haryana convened various meetings of Principal Secretaries of concerned departments and taken various decisions for the welfare of urban homeless population.
The State conducted two surveys for the identification of urban homeless population. As per 1st survey conducted in 2010, only 1633 urban Homeless families constituting total 5491 urban homeless persons were identified. Thereafter, a comprehensive survey on the lines of Census Department was conducted during Mar-Jun-2011 and as per that survey, there were only 6107 (2126 families) urban homeless persons in the State. It is evident from the perusal of survey report that there was no homeless family/person in 30 towns; such population is below 50 in 31 towns; in the range of 51-200 in 7 towns. The number of homeless persons is above 200 in only 9 towns. It was decided that the Urban Local Bodies Department would be the nodal department for coordinating with other departments for providing relief to urban homeless persons. However, all the concerned departments would independently take steps to implement the directions of the Hon’ble Supreme Court and time bound compliance shall be reported to the Nodal Department. All the Districts have identified Dharamshalas and Religious/Charitable organizations for making night stay and food arrangement for urban homeless persons. The complete addresses of all the 59 operational night shelters (permanent and temporary) and names and addresses of all the 55 religious/charitable organizations/NGOs involved in operation/ maintenance of these night shelters. Keeping in view the condition of construction workers is almost like urban homeless persons, as such, in a meeting held on 10-04-2013 under the Chairmanship of Hon’ble Chief Minister, Haryana, it has been decided to construct permanent night shelters in all the towns (District HQ towns having Municipal Corporation, Municipal Councils and Municipal Committees) by dovetailing the funds of Labour Department. Further, the Deputy Commissioners have been empowered to decide the layout plan as per available land /site and finalize any Govt. Agency for the construction of night shelter(s). It has also been decided that in bigger towns, more than one night shelter may be constructed so that the beneficiaries may not wander for availing the facility. Directions have also been given to ensure separate accommodation for women and proper arrangements of bathroom, toilet, cloak room, care taker room, store, first-aid facility, recreation etc. The 1st installment of 5.00 (including Rs. 14.00 lakh for labour sheds) has been released to 20 towns.
