Rajiv AwasYojana (RAY)


The Ministry of Housing & Urban Poverty Alleviation (HUPA), Govt. of India, New Delhi launched a new scheme namely Rajiv Awas yojana (RAY). After prioritization of eleven towns (i.e. Faridabad, Gurgaon, Panipat, Karnal, Yamunanagar, Hisar, Rohtak, Ambala, Panchkula, Sirsa and Hansi) have been included for coverage under RAY. The Govt. of India has so far approved the five project proposals for Rs. 373.83 crore of Rohtak, Ambala, Sirsa, Yamunanagar and Hisar towns. In these approved projects, 5370 DUs (in-situ & relocation) would be constructed apart from providing basic amenities to the slum dwellers. The GOI has released Rs. 109 crore to the State. Accordingly, the State Govt. has also sanctioned/released Rs. 127 crore after adding its proportionate State share to the concerned implementing agencies. The brief status of projects is as under:

Status of Slum Free City Plan of Action (SFCPoA):

As per RAY scheme guidelines, all the RAY towns are required to carry out the preparatory exercise of Socio Economic Survey (Slum,House-hold & Livelihood survey), GIS Mapping, integration of data GIS & MIS and based on this data to draft Slum Free City Plan of Action (SFCPoA) of each town. The directions (as decided in SLSMC meeting dated 16.12.2014) have been issued to all the concerned CMC/DCs to draft SFCPOA of each RAY town by 30.06.2015 by carrying out due exercise.

The MC, Faridabad has completed the preparatory exercise of socio-economic survey (slum survey), bio-metric survey and GIS mapping etc. by engaging a Consultant. The Consultant/Agency, in consultation with the officers of MCF, has prepared Slum Free City Plan of Action (SFCPoA). As per the Plan, 27,021 slum families have been identified squatting on MCF land. Further, the MCF had also identified 21,868 slum families squatting on land belonging to HUDA or Central/State Govt. Department/Boards/ Corporations. The MCF would plan, in Phase-II, to rehabilitate these 21,868 slum families, as and when suitable land is provided by the concerned Departments. The cost of this slum free city plan of action is estimated to the tune of Rs. 2477.58 crore. The SFCPoA, Faridabad was submitted to MoHUPA, which have been returned for incorporating some more points.


Status of Slum survey:

The MoHUPA has released Rs. 1.61 crore as 1st installment for conducting slum in 28 towns of the State. Initially, the work of Socio-Economic Survey (Slum Survey and preparation Slum, Household, Livelihood Profiles) and digitization of City and slum maps was allotted to M/s WAPCOS Ltd @ Rs. 26/- per Household in Dec-2010 after adopting the proper procedure of EOI/RFP. The term of contract was enhanced upto June-2012, but the agency did not complete/execute the work in the enhanced period also. As such, the work order was withdrawn and all the concerned DUDAs/ULBs have been requested to carry out entire exercise at their own level. Accordingly, an amount of Rs.1.70 crore was also released to DUDAs/ULBs for this purpose.
